In this piece from the years of the first Gulf War, Amory and Hunter Lovins describe the war as both a moral war (good versus evil) and a resource war (America's quest for oil). The authors argue that improving the efficiency of America's vehicle fleet would replace US imports of oil from Iraq and Kuwait. They propose policies that would require energy efficiency measures to be taken and argue that energy efficiency is the key to necessary transition to nondepleting, uninterruptible energy sources. By taking steps to improve efficiency, the US could negate the need for this type of resource war and focus on winning the peace.
